Two zoning by-laws are in force
Council passed Residential Zoning By-law 09-2026 on March 2, 2026. It replaces Zoning By-law 2020 only on the residential lands shown on its Schedule A, so Zoning By-law 2020 still applies elsewhere. The two set different fence heights, and we have not checked which one covers a given lot. Ask the City which by-law governs your property.

Heights under By-law 09-2026
The new by-law sets a maximum fence height of 2.5 m for all residential uses. In a front yard the limit is 1.2 m within 3 m of the front lot line, except where a front yard abuts the rear yard of a corner lot, which allows 2.5 m along the common lot line within 3 m of the front lot line. For a townhouse building, the limit is 1.2 m within 3 m of a lot line abutting a public street. Height is measured to the highest point of each 3 m section of fence, excluding decorative post caps.

Heights under Zoning By-law 2020
A City handout for Zoning By-law 2020 gives a maximum fence height of 2.0 m, with 1.2 m within 3 m of the street line (lot line) in a front yard and 2.0 m for the corner-lot exception. Where grade varies, the handout allows up to 2.3 m. The handout dates from 2021, so it may not reflect later changes.

Pool fences: metal fencing rules
Pool Enclosure By-law 74-2005 requires a permit from the Chief Building Official. For a single-family or semi-detached home, wrought iron or other metal type fencing must extend from the ground for a height of not less than 1.5 m and not more than 2.0 m, with horizontal rails more than 1.2 m apart vertically and openings between vertical members not exceeding 100 mm. The City’s PDF may predate later amendments, and you should ask the City how these requirements apply to a specific panel design.

Named communities and character areas
The Official Plan (Part III, last updated December 2019) names Alton and Orchard as communities with their own policies. It also defines Roseland as a Neighbourhood Character Area with a garden-like setting, large mature trees and strong historic character, and Indian Point as a historic one defined by its lakeside location, few streets and a large mature tree canopy.
